Kalite kavram\u0131 art\u0131k \u00fcr\u00fcn baz\u0131ndan \u00e7\u0131k\u0131p bir zihniyet ve s\u00fcre\u00e7 y\u00f6netimi \u015feklinde ilerliyor. \u0130yi \u00f6rg\u00fctlenmi\u015f, zihniyeti asl\u0131nda nitelik ve standart arayan b\u00fct\u00fcn toplumlarda bu standartlar ve kalite kavram\u0131 tarihsel geli\u015fim i\u00e7inde g\u00f6zlenebiliyor.\u00a0 Kalite kavram\u0131 denince mutlaka y\u00f6n verecek bir amac\u0131n, vizyonun, stratejinin olmas\u0131 ve bunun da bir kurum k\u00fclt\u00fcr\u00fc ve liderlik haline d\u00f6n\u00fc\u015f\u00fcyor olmas\u0131 gerekiyor. Sistem d\u00fc\u015f\u00fcncesi denilen \u015feyde mutlaka payla\u015f\u0131lan bir vizyonun olmas\u0131, zihin modellerinin yarat\u0131lmas\u0131, tak\u0131m olarak \u00f6\u011freniyor olma, bunun i\u00e7in de mutlaka ki\u015fisel hakimiyetin ve marka olu\u015fturman\u0131n olmas\u0131 gerekiyor. Sistem d\u00fc\u015f\u00fcncesinin yay\u0131l\u0131m\u0131 ba\u015far\u0131y\u0131 ve k\u00f6kl\u00fcl\u00fc\u011f\u00fc getiriyor. Bir kurumda \u2018hedef birli\u011fi ve his birli\u011fi\u2019 olmazsa bir k\u00f6kl\u00fcl\u00fck ve s\u00fcrd\u00fcr\u00fclebilirlik de olmuyor.
